Can mine drainage sediment by used as a pigment?

Yes, a pollution problem can, in some cases, be turned into a resource.

 In the first large-scale application that I am aware of, Hedin Environmental is processing iron oxides from mine drainage on a pilot scale for shipping to a pigment company. See more details at EnvironOxide.  
Here is the first vehicle that I'm aware of to be painted with raw iron hydroxides from AMD - my '82 VW Vanagon camper.
