Targeted enforcement of over-crowding rules
impacts minority communities

"Hidden Spatial Inequality" Cedar Grove Institute for Sustainable Communities 2009
Housing code enforcement focused on the Latino community, Lake Worth FL: The pattern of 'over-crowding' code violations (from police records) matches the pattern of Latino population (from the 2000 Census). The enforcement pattern does not match the non-Latino minority map, nor (as might be expected) the household size map. The city settled a lawsuit on this situation in 2008.
