Problem
Dr. Abner Mallity has another problem from River City Circuits Corporation.
They won't tell him what they system is, but they have the impulse response
of the system to an impulse of magnitude 50. That impulse response
is shown below. Note that the times involved here are in minutes
- not seconds.

The folks at RCCC are
very hush-hush with this system and won't tell Mallity exactly what it
is or where they got the data. Still, they need his help to design
a control system that will do the following.

They want to know if the
system can be implemented with proportional control. Their specifications
are as follows.

If there is a disturbance
in the system, the system should return quickly to the steady state.
A response time of one hour (60 minutes - Remember the times above are
in minutes.) is desired. Mallity has defined that as a 10-90 rise
time (or fall time?) of 60 minutes.

They want less than 5%
overshoot if the closed loop response is oscillatory.

If the desired setting
changes, they want the system to have less than 4% error.
