A Circuit Puzzle/Problem - 2

        Here is a puzzle for you to solve.

        River City Circuits Corporation (a.k.a. RC3) needs to power a small device - a compatchener.  The compatchener has the following requirements:

v Current Draw:
            When idle:  0 ma.
            When active:  10 ma.

v Voltage Requirements
            Voltage at the terminals must
            remain between 8.5 and 9.5 v.

        RC3 needs a circuit that will deliver the required voltage, but they have only a 12v source.  They think that a simple voltage divider will do the trick.  In the circuit below, the compatchener is connected to the output of the voltage divider.

Design a voltage divider that will power the compatchener and meet the current and voltage requirements.
